This 2017 article by Lope B. Santos III, Leslie S. Callanta-Mariano, Len R. Garces, Maripaz L. Perez, Idohna Leah J. Buendia, Angelito C. Alolod, Alvin G. Tallada and Judahlyn P. Saceda, published in SEARCA’s Asian Journal of Agriculture and Development (AJAD 14(2): 17–30), examines the challenges and opportunities of implementing the Ecosystem Approach to Fisheries Management (EAFM) for small-scale fisheries in Misamis Occidental, Philippines. EAFM is a holistic management framework that balances ecological wellbeing with human wellbeing and good governance, considering the whole ecosystem rather than single species. The study draws on experience in the province, where coastal ecosystems face pressures from overfishing, habitat degradation and climate change. It describes participatory diagnosis processes used to identify management issues with stakeholders, and discusses how adaptive management can respond to changing conditions. The authors identify challenges in governance, institutional capacity, coordination among municipalities and sustainable financing, as well as opportunities to strengthen capacity building and multi-stakeholder collaboration. Classed as contextual evidence under Policy, Governance and Institutions, the article does not focus directly on climate change but provides useful governance context for climate-resilient fisheries management. It is helpful for local governments, fisheries managers and researchers working on ecosystem-based approaches in the Philippines and elsewhere in Southeast Asia.
