This 2013 article by Len R. Garces, Maripaz L. Perez, Angelito C. Alolod, Idohna Leah J. Buendia, Leslie S. Callanta-Mariano, Lope B. Santos III, Paul Joseph B. Ramirez and Michael D. Pido, published in SEARCA’s Asian Journal of Agriculture and Development (AJAD 10(2): 15–37), describes efforts to operationalise the Ecosystem Approach to Fisheries Management (EAFM) for small-scale fisheries through the Iligan Bay Alliance of Misamis Occidental in the Philippines. The alliance is a multi-municipality arrangement in which coastal local governments cooperate to manage shared bay resources, recognising that fish stocks and ecosystems cross administrative boundaries. The article explains how participatory diagnosis was used to identify fisheries problems with stakeholders, how adaptive management principles were applied, and how multi-stakeholder governance structures were developed to coordinate action. It discusses achievements, challenges and lessons for scaling EAFM. Classed as contextual evidence under Policy, Governance and Institutions, the article has indirect relevance to climate resilience, since ecosystem-based and collaborative governance strengthens the capacity of fisheries systems to cope with environmental change. It provides a governance baseline that complements the 2017 follow-up study in the same province. It is useful for local governments and fisheries managers interested in inter-municipal cooperation, and for researchers studying fisheries governance in the Philippines.
