This 2009 peer-reviewed article by Edward H. Allison, Allison L. Perry, Marie-Caroline Badjeck, W. Neil Adger, Katrina Brown, Declan Conway, Ashley S. Halls, Graham M. Pilling, John D. Reynolds, Neil L. Andrew and Nicholas K. Dulvy, published in Fish and Fisheries, is a landmark study assessing the vulnerability of national economies to the impacts of climate change on fisheries. Using an indicator-based approach, the authors compared 132 national economies by combining measures of exposure to predicted warming, sensitivity based on the economic and nutritional importance of fisheries, and adaptive capacity reflecting factors such as governance, education and economic resources. The analysis showed that the most vulnerable countries were often those where fisheries are highly important but adaptive capacity is limited, many of them in Africa and Asia. Cambodia was identified among the most vulnerable countries, reflecting its heavy dependence on inland fisheries. Classed as direct evidence under Vulnerability and Risk Assessment, the article remains a key benchmarking reference for national vulnerability. It is useful for framing country-level risk in literature reviews, for justifying prioritisation of vulnerable nations in policy and funding, and as a methodological foundation for later vulnerability assessments.
