This 2018 article by Ma. Charisma T. Malenab, Emilia S. Visco, Jennifer Marie S. Amparo, Diana A. Torio, Marlo D. Mendoza and Mark Rex Jayson T. Atole, published in SEARCA’s Asian Journal of Agriculture and Development (AJAD 15(1): 61–73), presents an integrated adaptation management approach to sustain fish production by fish farmers in the Marilao-Meycauayan-Obando River System in Bulacan, Philippines. This river system is known for severe water pollution and frequent flooding, which climate change is making worse. Fish farmers raising milkfish, tilapia, prawns and shrimp in small ponds face losses from floods that overtop dikes and from poor water quality. The study proposes the CARE solution, an integrated approach combining improved fish-farm management practices, institutional coordination among local governments and agencies, and an ecosystem approach to aquaculture that considers the wider environment. It identifies specific measures such as strengthening pond structures, adjusting stocking and harvesting schedules and improving water management. Classed as direct evidence under Adaptation Practices and Technology, the article is a highly relevant Philippine fish-farming case. It is useful for local governments, fisheries agencies and farmer organisations in flood-prone and polluted river systems, and for researchers developing integrated adaptation frameworks for peri-urban aquaculture.
