The Strategic Plan of Action on ASEAN Cooperation on Fisheries 2021–2025, issued by the ASEAN Secretariat, sets out the regional priorities and actions for cooperation among ASEAN member states in the fisheries and aquaculture sector. It covers areas such as sustainable fisheries management, aquaculture development, food safety and quality, trade facilitation, combating illegal, unreported and unregulated (IUU) fishing, and strengthening the sector’s contribution to food security and livelihoods. A key component is Strategic Thrust 4, which commits member states to increasing the resilience of the fisheries sector to climate change, natural disasters and other shocks. This includes promoting research and development, adopting climate-smart practices, improving early warning and disaster preparedness, and sharing knowledge across the region. The plan provides a framework for coordinating national efforts and for aligning regional programmes supported by ASEAN bodies and development partners. Classed as direct and policy evidence under Policy, Governance and Institutions, it serves as a regional policy anchor for ASEAN alignment. It is useful for policymakers and researchers who need to connect national aquaculture adaptation strategies with regional commitments, and for development partners designing projects that support ASEAN’s stated priorities on climate resilience in fisheries and aquaculture.
