The Aquaculture Adaptation Framework for Climate Change (Aqua-Adapt), edited by Doris Soto and Fernanda Garcia Sampaio and published in 2025 as FAO Fisheries and Aquaculture Technical Paper No. 739, is a tool to support the development and implementation of strategies to improve aquaculture’s resilience to climate change. It addresses a wide range of climate risks, including warming, extreme events, salinity changes and water-quality deterioration, and builds on the concepts of exposure, sensitivity and adaptive capacity. The framework sets out a structured six-step process that moves from understanding climate projections, through risk and vulnerability assessment, to adaptation planning, implementation, and monitoring and evaluation. It is designed to be applied at multiple levels, including individual farms, communities, research systems and governance institutions, so that adaptation can be coordinated from local to national scales. Classed as direct evidence under Adaptation Frameworks and Planning Tools, Aqua-Adapt is considered the core methodological framework for climate-resilient aquaculture in the matrix and is identified as a priority global framework in the Research Guide. It is useful for governments preparing adaptation plans, for researchers designing vulnerability assessments, and for development partners structuring aquaculture resilience projects in Southeast Asia and beyond.
